This presentation is about the blended online and face-to-face learning introduced in the Faculty of Education at Eduardo Mondlane University (UEM) in Mozambique. The purpose of the project was to experiment with the use of a Course Management System (CMS) to reduce face-to-face contacts, and develop a teaching and learning strategy that can be characterized as student-centred.

This study is a part of the overall program toward the development of new teaching and learning methods for this new faculty and also for UEM. The aim was to choose two courses, develop an implementation plan, and design the courses so that the courses making use of a CMS are more flexible than current courses through reducing the amount of face-to-face contact, which is replaced by online contact via CMS.

The study includes benefit and cost assessments, and the assessment of the strengths and weaknesses of learning technologies. The Return on Investment (ROI) model from Collis and Moonen (2001) is included.

Outcomes of the project include quantitative and qualitative information on the general use of CMS and includes activities or functions appreciated; barriers for the use of computers; teaching and learning methods; places where instructors and students have computer and Internet access; reasons for computer use; ease of use by students of CMS functions; barriers for CMS use; and opinions of students about the improvement of courses using CMS.

As outcomes of the project, we can identify institutional problems and recommendations for the solution of those problems, to operationalise the implementation of CMS in a realistic ICT context. The participation of instructors is also part of this study and one of the potential recommendation will be about how instructors can contribute to the development of E-learning in the faculty.
