This paper is based on a comprehensive study into alternative approaches to the application of ICTs for the purpose of flexible learning at DE institutions. The paper describes the progress made so far.
The study’s aim is to establish clearly whether the new Unisa’s models for ICTs, in the form of Co-Operative Online Learning and Digital VideoConferencing, are being utilised optimally for flexible delivery and learning (in terms of improved access, quality and cost-effectiveness). Should the findings of this study point to an underutilisation of these resources, the study aims to suggest alternative strategies for overcoming identified obstacles and help to revitalize the current models.
The following pertinent questions are also addressed in this paper:
- What is being done to co-ordinate different stakeholders’ efforts to produce a realistic product and fulfilling results in terms of teaching and learning through ICT models?
- Is the ICT model fully/partially integrated into the educational process of curriculum planning and development?
- Does the problem lie in outdated models?
In seeking answers to the preceding questions, the researcher’s discussion hinges upon some key issues, such as:
- optimal utilisation
- flexible learning
- learner-centred as opposed to teacher-centred education
- the digital divide
- globalisation
